Thank you for the try steps, this sounds like a sofwtare related issue, I would suggest performing system factory recovery will fix all the software related issue.

HP does not recommend to use Third party measuring apps as they are not tested by HP and may not be accurate. 

However, I would request you to contact our Support and our Support Engineers should be able to Remote into your computer and sort this out. HP Support can be reached by clicking on the following link: www.hp.com/contacthp/
