Hi, I am looking for the best laptop with the highest security to visiting the dark web securely 

Soime times my normal pc got hacked by hackers, please suggest me one best laptop with highest security

You need better security protection. All new Windows 10 laptops will only come with Windows Defender UNLESS you pay for more software from third party vendors.

Note: You can spend hundreds dollars for software but they won't protect you 100%. All dark web sites have ways to attack your machine

It is not so much the computer, but how you access the "dark web". Probably the best idea is to use a Linux OS that runs off USB and does not use the internal drive of the Computer. You could use it on basically any computer. There are loads of parameters you can choose (change mac address, receive no files etc...)

Take a look at Tails which is considered one of the most secure.
