Hi:
The reason you can't connect to any Bluetooth devices is because your PC does not have the required Bluetooth hardware necessary for Bluetooth connections.

If it had Bluetooth, that feature would have been listed along with the 802.11b/g/n (1x1) wireless connectivity specification.
Your PC has the Realtek 8188EE wifi adapter, which is not a combination wifi/Bluetooth adapter.

That is correct.
You have two options...
1. You can upgrade the internal wifi card to this model...
Realtek RTL8821CE 802.11 ac 1×1 WiFi + Bluetooth 4.2 Combo Adapter (MU-MIMO supported)

HP has this card on backorder for ages now, but you can find the card on eBay.
