Can anyone tell me why on HP's download software and drivers page there are no drivers found for my laptop? I am trying to fix my bluetooth and everything that I have found says to reinstall the bluetooth driver.

Hi:
Your notebook is not supported by HP for W10, so when you use a PC with W10 on it, the pages are designed to load with the operating system detected by the browser.
That is why you get this message...We were unable to find drivers for your product.
Just above and to the left of that message there are two links to click on...

I have had bluetooth devices hooked up to it before, headphones, xbox one bluetooth controller and it still has the bluetooth feature it just won't let me turn it off or on. It's just recently that I have needed to used headphones on it and couldn't.

Even if you are right (which I strongly disagree about, and so does HP), there are no W10 Atheros bluetooth drivers anyway.
So you will have to choose from one of the options I posted earlier.
Every PC has the setting in your screenshot--even ones that have no bluetooth hardware.
You determine whether or not your notebook has bluetooth hardware by looking in the device manager and you will need to see a Bluetooth device category such as in my PC's screenshot below.
I can guarantee you that your notebook does not have the bluetooth device manager category, which means there is no bluetooth hardware installed.
