I have exactly the same issue on my HP Pavilion Gaming Laptop - 15-dk0223tx

Currently I can't change Intel Speed step settings or disable it via my BIOS as the Power options are missing.
It's badly affecting the USB latency for my music production and causing pops and crackles.


How can I enable the advanced BIOS settings so I can disable Intel Speed Step?

Or is there another way to stop CPU throttling?
