Modifying the sqlite database did NOT work for me. The only thing that works is renaming Flow.exe (to _Flow.exe, or anything else).
FYI, there has been activity on my bug report with Mozilla:

Hello,
To my knowledge the solution to this issue is to update the Conexant driver.
https://support.hp.com/us-en/document/c06209366
but the link to the driver Inside this doc is outdated.
Latest version is dated July 2019 : 12.43.1.118 Rev.Q
https://ftp.hp.com/pub/softpaq/sp98001-98500/sp98429.exe

That is NOT a driver meant for my computer (HP Envy as133cl).
Latest drivers for my laptop (with Conexant still causing Flow.exe to spike when Firefox is running):
https://support.hp.com/us-en/drivers/selfservice/HP-ENVY-15-Notebook-PC-series/12499192/model/127807...
And this is the Conexant driver:
https://support.hp.com/us-en/drivers/selfservice/swdetails/HP-ENVY-15-Notebook-PC-series/12499192/mo...
I tried to install the driver you suggest, but it won't install because it isn't compatible with this laptop.

Same exact problem on EliteBook 840, Windows 10
Uninstalled Conexant B&O in control panel, rebooted, I have my system back.
I am going to run without sound for now so I can work.
How are HP and Conexant still in business? This is a shameful situation
