Most laptops with Realtek audio have this low volume issue. In every case the solution was in Settings/Sound/Advanced/Enhancements/Sound Equalization. Fixed the inadequate volume issue every time. But recently Realtek eliminated that option. Enhancements is still there, but options are not. Why they would do that is unknown. Some suggest they want to sell add on audio apps. Sounds about right. The ONLY answer for those like HP stuck with Realtek is in remote speakers or headphones, both of which still work as they should. Realtek has not "fixed" them yet. Terrible waste of Bang and Olufsen speakers. Money thrown away. Realtek is chinese so a fix for this complete failure is unlikely. They already have your money. And HP does seem interested as they also already have your money. Planning to return it.
