I have the same problem. I went to
Control Panel
Notification Area Icons
Untick the "Always show all icons and notifications on the task bar" option at the bottom of the screen
This will open up the ability to scroll down the list above to "Volume"
Choose "Show icon and notifications" from the corresponding drop down list
Then re-tick the "Always show all icons and notifications on the task bar" option.
This didn't however fix it due to when you go to the link "Turn System icons on or off" at the bottom of the screen
It takes you to a new window which says the
Volume button is set to OFF and it is not highlighted so locked somehow.
I'm still working on how to get around this. Will keep you posted!

• Example: Windows XP, Windows Vista 32-bit, Windows 7 64-bit
3. Error message (if any)
• Example: ""Low disk space"" error in Windows
4. Any changes made to your system before the issue occurred
• Examples: Upgrading your Operating System or installing a new software; or installing new hardware like a printer, modem, or router.
