I have the same thing, with the added problem of imy computer won't charge past 68% (perhaps they are related). Figures this happens right after one year of ownership. (Also, that solution didn't work)

Welcome to HP Forums,

This is a great place to get support, find answers and tips,

Thank you for posting your query, I'll be more than glad to help you out 🙂

I have a few steps listed below that should help you resolve this concern:

Unplug the charge and use the laptop until the battery drains to 15%.

Turn off the laptop and turn it back on after 30mins.

Reinstalled Microsoft ACPI-Compliant Control Method Battery under device manager,

Restart the computer and the issue should be fixed.

Also, Go through them all and let me know what you have determined is causing the issue.

The first document has the most relevant troubleshooting if your battery appears to be not charging.

Battery Does not Power Notebook or Hold a Charge

Battery Charging Delayed When Operating Notebook in High Ambient Temperatures

Battery Does Not Charge when Using a Voltage Adapter with the Power Adapter

And Feel free to ask any other queries as  well,

Sorry that I haven't responded. I just accepted that I can't charge my battery much beyond 50% and will have to deal with 3 hour long battery life. I checked again when my laptop started scratching when plugged in. I did try to leave it off for a significant amount of time on low battery, but it didn't seem to work.

Unfortunately, I run Linux so I can't find Microsoft ACPI-Compliant Control Method Battery for Linux. Is there a linux version that I should look for?

Another piece of information that might help: the LED by where I plug my laptop in is amber while charging, but sometimes I find it colored white even though I am still not at 100% charged. Looking through your website there there is a post about tri-colored charging light with off amber and green, so it didn't help.
