Here lately when I turn my pc on or off I hear one seconds worth of static coming from under my keyboard. When playing music, videos, or games the sound is perfect. The static only happens when turning on or off the laptop, or sometimes when plugging in or unplugging a device to the USB port or when opening a program. It just started in the last few days. I’m super confused.

Let's do a BIOS update: https://support.hp.com/in-en/document/c00042629
And these steps: https://www.youtube.com/watch?v=qlemDe8c20g#:~:text=you%20can%20also%20use%20a,normal%20you.
Let me know if this helps.

I tried to do the BIOS update but it said it was already up to date. I've also followed the cleaning instructions provided in the YouTube link. The static noise still occurs. It seemed to shorten for a moment, but then it returned to 1-2 seconds. It also seems to be happening any time I load a new page in my browser.
