My old  hp laptop (hp probook 640  G1-32 bit) blue tooth not  working.

Not all 640 G1's came with built in Bluetooth, which is a function of the wireless adapter.

 

What model Wi-Fi adapter does your notebook have and what operating system are you running on it?

The reason the Bluetooth is not working is because the Intel 6235 BT adapter is missing the driver (Unknown device) and the PCI device that needs a driver is the Realtek SD card reader.

 

Below is the link to the Realtek SD card reader driver for your notebook:

Neither HP nor Intel have the W10 Bluetooth driver for the 6235 Wi-Fi adapter anymore.

 

However, I was able to find the W10 32 bit driver on this reputable 3rd party driver site:

 

Download Intel Centrino Advanced-N 6235 Bluetooth Driver 19.11.1637 for Windows 10 - Softpedia

 

The file download is on the left side of the webpage and you have to select the Softpedia Secure Download (US) source because as I wrote above, Intel has removed the driver from their website so if you select the External Mirror 1 source you will get nothing.
