I am wanting to have 2 audio outputs running at the same time, is this possible with my pc? It shows 2 cards intel display audio and realtek hi def audio. Can 1 be ran thru the headphone jack and 1 thru the usb?

Why 2 outputs ? I don't know why you are asking for this, machine always uses them anyway, The Realtek one controls sound and audio ports.

I need 2 audio outs simultaneously, I have 2 audio programs that I need to be able to blend and overlap. I'll also need to jump between the 2 without a pause or silence. This is a stage production for children at church and I'll be tied in with my mixer to the house mixer. This would make my audio job go seamlessly and help with multitasking.
