Operating System: Microsoft Windows 10 (64-bit)

Someone plz help im on the 3F0 screen and cant exit out, and it bootloop, hard drive is fine, and it passed, BUT the boot device is uhh not working, do i use a usb thumbstick/ flashdrive with windows 10 on it or what, also i bought this probook x360 11 ee from a friend, and it has admin, so i cant change boot or BIOS, plz help someone, anyone!

My bios wont let me, and also uefi and legacy i cant enable 😕 wat do i do?
