Hi, how can I add the HP_TOOLS partition? I recently did a clean install of Windows 11. I want to change the boot logo to the new white slim one found on newer Elitebooks as mine is the blue HP logo. Do I need to update my F.11 BIOS? Or is my laptop incompatible with the HP_TOOLS partition?

The HP boot logo is programmed into the firmware of a chip on the motherboard -- and there are no HP tools to allow you to change it, as that would require rewriting the UEFI code and "reburning" that code to the chip -- needing equipment you do not have nor does HP provide.
