The problem is short: critical devices do not work when Pavilion Aerto 13 wakes up (lid open)
All possible official updates are installed and do not help.
In details:
1)Fingerprint sensor
Started last week, seemingly after WIndows update
Current windows: Win 11 24H2 26100.3194
When opening the lid, it waits for fingerprint, but the sensor does not work. Other options like PIN are hidden at that moment and require manipulation. So, unskilled members of my family simply cannot unlock the laptop.
After accessing with a password, fingerprint sensor immediately starts working; until the next sleep.
2)Bluetooth interface
Started a year ago, countless calls to phone support and no solution.
The chance of the bug happening is around 50~60%
When opening the lid. and waking up, before and after login Bluetooth mice cannot connect, various Logitech and Microsoft models.
Sometimes, they get connected, start working after 10 minutes, sometimes never.
Disabling and enabling Bluetooth in the "airplane mode" panel immediately fixes the connection till the next sleep.
Uninstalling, reinstalling driver does not help. Tried older drivers, did not help.
Seems like power management in HP Aero 13 is a complete mess, and lost compatibility with the recent Windows 11 updates.

For the Fingerprint Sensor Issue:
Since the sensor starts working after logging in with a password, it seems like the device isn’t initializing correctly after sleep. Try the following:
Disable Biometric Power Management:
Open Device Manager → Expand Biometric Devices
Right-click your fingerprint sensor → Properties → Power Management
Uncheck Allow the computer to turn off this device to save power
Restart your laptop and test.
Re-register the Fingerprint:
Go to Settings → Accounts → Sign-in options
Remove the current fingerprint, restart your laptop, and re-add it.
Check Windows Hello Service:
Press Win + R, type services.msc, and press Enter
Scroll to Windows Biometric Service, right-click, and restart it.
For the Bluetooth Issue:
Since toggling airplane mode temporarily fixes it, it sounds like Bluetooth might not be reinitializing properly after wake-up.
Disable Power Saving for Bluetooth:
Open Device Manager → Expand Bluetooth
Right-click your Bluetooth adapter → Properties → Power Management
Uncheck Allow the computer to turn off this device to save power
Enable Fast Startup (or Disable if Enabled):
Open Control Panel → Power Options → Choose what the power buttons do
Click Change settings that are currently unavailable
Scroll to Turn on fast startup → Toggle it ON or OFF (whichever is the opposite of your current setting)
Try a Clean Boot:
Sometimes, third-party apps interfere with device wake-up behavior. A clean boot can help identify any conflicts. Here’s how:
Press Win + R, type msconfig, and press Enter
Go to the Services tab → Check Hide all Microsoft services → Click Disable all
Restart and test the issue.

Nothing of the written canned "solution" works. Understand me well, we have seen that a lot at Microsoft support, which does not make it good. And yes, it is natural to try all that before bringing it to the forum, because simple manipulations like above just do not work.
But I approached closer to the root of the problem.
Drivers.
Newer drivers are simply incompatible with HP BIOS, or worse, were rolled out without even testing.
Every Bluetooth and Every Fingerprint driver after the initial 2021 year release does not work normally at cold boot or fails often after waking up from sleep.
I removed all the problematic drivers and installed those dated by 2021. And it started working, until Windows "updated" them with those titled "drivers for HP".... So I had to find an old-old tool for selectively banning (newer) drivers from update, and rolled back again to 2021 version.
I just wonder how many unfixed security issues there in those drivers which work, and why newer untested drivers even allowed at the update repositories.

Here’s what I’d suggest to help keep your system stable while avoiding unwanted driver updates:
Prevent Windows from Auto-Updating Specific Drivers:
Open the Group Policy Editor (Win + R → type gpedit.msc → Enter).
Navigate to Computer Configuration → Administrative Templates → Windows Components → Windows Update → Manage updates offered from Windows Update.
Find “Do not include drivers with Windows Updates”, set it to Enabled, and apply the changes.
BIOS Update Check:
If the issue is driver-BIOS compatibility, an updated BIOS (if available) may help.
You can check for BIOS updates at HP official support site, using your exact model number.

Since rolling back to 2021 drivers helped, I recommend using Group Policy to prevent auto-updates. A BIOS update might also improve compatibility.
