I suppose this is your notebook: HP 15-g070nr Notebook PC (ENERGY STAR)
Your notebook came with Windows 8.1 64 bit from factory

Since HP recovery USB is not working properly for unknown reasons, you can do a CLEAN INSTALL of Windows 8.1 in your new hard drive,
Please follow the below suggestion:
Perform a clean install of Windows 8.1 Single Language 64 bit, by creating UEFI bootable Windows 8.1 installation USB using Microsoft windows media creation tool from another working computer.
Tutorial: first,
Create "UEFI bootable USB"
Option 1:

Change this BIOS parameter in your notebook before plugging in USB,
Disable secure boot:

Plug in USB,
Change boot order to USB:

Windows will be AUTOMATICALLY ACTIVATED upon installation while connected to internet.

Windows will be AUTOMATICALLY ACTIVATED on installation while connected to internet
Windows 8.1 activation licence key is embedded in the BIOS chip on motherboard.
The key automatically activates Windows 8.1 upon installation while connected to internet, provided you're installing same edition i.e., Windows 8.1 Single Language 64 bit.
There is no more product key stickers given out by any of the manufacturers starting from Windows 8.

Yes it would be automatically activated regardless. Connect using Ethernet or wireless internet.
You can perform similar clean install of Windows 10 without installing Windows 8.1 now IF YOU'VE successfully upgraded and activated to Windows 10 previously.
Windows 10 would also be automatically activated after installation while connected to internet
You can try the below steps to clean install Windows 10 latest build,

This will allow you create bootable Windows 10 (build 1709) USB using Microsoft windows media creation tool from ANOTHER WORKING COMPUTER.
Next disable secure boot from BIOS, plug in the installation USB, change boot order to USB, then proceed with clean installation of Windows 10 1709 build.
