ProBook x360 11 G3 ee

Hi all. I'm new here, and pretty new to PCs, too. I just bought a used netbook from shopgoodwill that still has the administration password all over the thing, including the BIOS. It doesn't give me error codes, it just says locked and takes me back to restart. Now, I get that the admins are what they are, but when the netbooks are given away, they should at least remove their footprints and let the new owners use what they paid for, right? Granted, SGW is supposed to wipe everything... but the problem isn't on the hard drive. And it's not an unplug the RTC battery thing either. It's obviously in a chip on the board. I came close to using the command line that would possibly brick the notebook... So what else do I need to tell you so that some smarter soul might help me with this frustrating problem?
