Microsoft Windows 11

On startup, my laptop screen does not boot at all. The hardware components seem to be working fine. I had the laptop examined for RAM and motherboard issues but they are working fine. We went as far as testing new RAM and initiating an HP BIOS update using a USB stick but to no avail. The caps lock has 3 long and 2 short flashes and the technician suggested a probably corrupted BIOS chip. How do I get the BIOS image for the HP VICTUS 16-r0073C1 Series? (The technician has suggested they can reset the BIOS chip using a BIOS-image.)
