BIOS Boot order change in bios doesn't effect actual boot order

Product: 17-by1053dx
Operating System: Microsoft Windows 10 (64-bit)
When I set the boot order such that the first boot device is the CDRom, the laptop still boots to the SS Drive.
Any ideas?

Do you have a bootable CD or DVD in the drive? IF not, the BIOS will see that the drive is empty and simply skip it.
