BIOS Boot order change in bios doesn't effect actual boot order

Microsoft Windows 10 (64-bit)

When I set the boot order such that the first boot device is the CDRom, the laptop still boots to the SS Drive.
Any ideas?

@ASC-KKW

Do you have a bootable CD or DVD in the drive?  IF not, the BIOS will see that the drive is empty and simply skip it.

@WAWood
Thanks for responding.

Yes, I have a CloneZilla bootable CD in the drive.

My goal here is to replace a 250G SSD with a 1T SSD..
