I haven't seen any suggestions yet in this thread for how to downgrade the bios in my situation to F34RevA or earlier, just generic responses or off topic feedback. I'm still googling for a solution though prior to scrapping the laptop. The best explanation is that the Meltdown/Spectre bios update severely impacted this specific HP model and HP might have purposefully disabled bios rollback.

Thank you for posting back. 

 

I would suggest download the recovery image and install the clean OS. The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
