HP Laptop PC 17-by4000 (18B36AV)

A recent BIOS upgrade (Sep 2023) was found by Norton and prompted for "Restart Required" without identifying the upgrade that was going to take place when rebooted. The problem was caused by the HP Sep 2023 BIOS upgrade requiring a Bitlocker Key on startup because the HP BIOS upgrade process was careless to not protect the configured environment which prompted the Bitlocker key request.  Because HP installed the Bitlocker software when building the laptop, I did not have the key. I had not considered the need for having it written down on a paper somewhere. The destructive HP BIOS upgrade locked the computer. How do I best restore the laptop to a working condition without knowing the Bitlocker key configured by HP? How do I re-install Windows to a locked hard drive?  Is there a master rebuild kit with the needed drivers? Is there a way to install Microsoft Windows 11 without paying for it again?
