Have set the BIOS to boot from USB, but the machine won't do it.
Windows can see the USB drive OK.
Machine is 2GB RAM, 1.5 GHZ.
I want to change from Windows 8 (64b) to Windows 19 (32b)

Disable Secure boot and Enable Legacy support in BIOS. On reboot it should ask if you are sure you want to make the change and give you a code to type as confirmation. There won't be a box to type it- just type. Reboot and try Esc,F9 again.
Fwiw, I'm not sure you can install 32bit system on a hard drive that has been set up to run in UEFI mode instead of Legacy. You will probably hit a wall where it says "can't install to GPT partition" or something similiar. You may be able to choose each partition and delete it.

Have you tried tapping away on Esc key immediately after powering on? To bring up the startup menu where you use F9 to select boot device?

Yup.
After setting the BIOS to boot from USB, I exit and restart.
When it comes on I do as you say but the USB option is not shown in the short list.
I asked this on a user board in July/Aug, but is was never resolved:
I believe it is a flaw in the BIOS itself that the machine will not go to the port.
Once Windows is running, the USB ports are read just fine and I can view files on DVDs.

I followed your instructions and I am able to read the USB drive.
Additionally, I am facing the 2nd problem you mentioned. In fact, I cannot yet format any partitions Very frustrating.
I've never opened these machines but I'll guess the SSHD is soldered in; it won't be plugged in at the card edge like IDE and early SATA.

You could also try during installation switch to a command prompt. The guide here shows converting MBR to GPT but it can be used to covert GPT to MBR by changing the text.
