What is the complete product number or product name?
You have currently provided only a partial product name and that is not specific enough.

From Google:
- Restart the PC.
- Press the F10 key during POST (Optionally, user may press F10 from the Startup Menu).
- From within F10 Setup, press the F8 key to choose the desired language.
That is the simplest way to do it.

Try using the HP PC Hardware Diagnostics UEFI environment utility to roll the BIOS version back to the previous one.
That should work if you have updated the BIOS in the time you have owned the notebook.
Another alternative is to use the Update BIOS option in your download section of the support portal. It is the following softpaq link. http://ftp.hp.com/pub/softpaq/sp65001-65500/sp65084.exe
Use it to create a Recovery USB Flash drive. That will allow you to recover the BIOS back to its default. That recovery should also include the default language of English. This can be done on a different PC. You will need a usb flash drive of 4GB or larger.
