Yes I need a bios system recovery updating tool and the correct s one to download into boots for my HP laptop f-0082wm it's an HP laptop a Windows 11 OS home but they downloaded Windows 7 updated to Windows 10 and now it won't even update or anything it's hard to install anything it has cross device on it I can't change permission I am the administrator but someone a third party is on there and is locked and blocked troubleshooting from working which would solve most of my issues but they have taken down my computer it's equivalent to a smartphone or less and I need a whole system reset.

What you seem to need is not a BIOS system recovery update tool, but the HP cloud recovery tool which you can use on another Windows PC to create a bootable USB recovery drive that will restore the original HP factory software image on the drive.

Here is an info link for how to use the utility:  You will need a 32 GB USB flash drive to create the recovery media with.

You can download the software from the Microsoft Store:

Since you have to use the software on another PC, you will need to enter your PC's product number in the recovery tool's search window in order to proceed.

Your PC's product number is 7L2C7UA#ABA
