When trying to boot Windows 10 (as of 170815) from either a USB created via the media creation tool or an ISO unzipped onto a USB drive, I get a "System PTE Misuse" BSOD.
Linux OSs boot just fine via USB, but Windows 10 does not.
I've read elsewhere that there is a "bios fix" for this but that bios fix is an EXE that requires windows to boot. Are there any other solutions to this issue?

Enter BIOS and set TPM status to Disabled or Hidden. Save and reboot. Install should work now.
Btw-you should be able to update the BIOS without booting into Windows. Most newer BIOS files when executed will offer choice of making a usb flash to use on another computer. Make the flash drive, insert it into usb port of the laptop. Hold the windows key + B key and press power button for 3-5 seconds and release-continue holding windows key + B for another 10 seconds.

@cherylG, thank you for the quick reply! Is this a known issues with the TPM status when installing newer versions of Windows 10? I was able to get a proper boot using an 1609XX ISO of Windows 10 Enterprise.
If this is a known issue, is there anything documented on this? If so, where might I find that?

It evidently is an issue with latest build on some AMD systems. If you update the BIOS from your Support page it should resolve it.

The supposed fix to this, using sp80252.exe does not work. I've tried two different computers and two different USB drives to "Create Recovery USB flash drive" and the exe keeps failing.
Regardless of this BIOS update, will simply turning TPM off really fix this issue? Or is the BIOS update required?
If it's required, what BIOS update EXE should I be using if the one provided by HP doesn't even work?

I assumed from your Reply that you got Windows 10 Enterprise installed and could run the BIOS update within Windows on the laptop-then boot with the Windows 10 USB Installer again
If not disable TPM and try the Windows 10 install again. It apparently has worked for several owners of HP laptops.
