If your laptop is locked asking for a recovery key, only way to retrieve a key is from your Microsoft account via another PC or smartphone. There's no workaround. This MS document explains how to use other devices to access MS account for a recovery key.

If your laptop is connected to a work or school domain, IT administrator may have your recovery key, but this doesn't appear to be the case, So unfortunately, there's no workaround. Only thing you can do is to reinstall Windows. All data on the drive will be erased.

Your Windows product key is stored in bios chip on the motherboard. When Windows is reinstalled and connected to the network, it'll be automatically activated.
You can reinstall Windows either from Microsoft Media Creation tool or HP Cloud Recovery Tool.
You can create a bootable usb drive from here. You need an 8 GB usb drive.

The link below explains how to use Cloud Recovery Tool. This will install Windows, drivers and software to the hard drive. 32 GB usb drive is required, and you can get the HP Cloud Recovery Tool from Microsoft Store. When you run the tool on another PC, you'll be prompted to provide your laptop's full product number. You can get it from the laptop's back cover or from the BIOS (go to F10 bios setup -> Main tab).
