Product: HP ENVY x360 15.6 inch 2-in-1 Laptop PC 15-es0000 (268T5AV)

I have the envy x360 laptop.   The computer was locked due to bitlocker and we found the key a few months later.   I used it and it acts like it’s going to open but it’s a black screen that spins for about five minutes, then goes to a blue screen and says it encountered a problem.   My thought was to get a new  bootable version of windows on a flash drive and boot from there.    
I don’t have a clue where to start.   or if I’m even doing the correct process to get back going.   
mid I am in the right path, where can I download what I need to reload the operating system for this hp laptop?
