Hi @Yaso3 , Welcome to HP Support Community!

A black screen with fans spinning normally indicates the computer is receiving power and running some processes, but there is no display output. This could be a monitor issue, a problem with the graphics hardware/drivers, or a system boot error.

Initial Checks and Quick Fixes
  1. Check Monitor Connections:
    • Ensure the video cable (HDMI, DisplayPort, VGA) is securely connected to both the monitor and the back of the HP EliteDesk PC.
    • If you have a dedicated graphics card, make sure the monitor is plugged into one of its ports, not the motherboard's integrated graphics port (if applicable).
    • If possible, try a different monitor or a different video cable to rule out a faulty display or cable.
  2. Use a Keyboard Command:
    • While the computer is running, press the Windows key + Ctrl + Shift + B simultaneously. This command attempts to restart the graphics driver and you should hear a short beep or see the screen flicker if successful.
  3. Perform a Hard Reset (Power Reset):
    • Turn off the computer and disconnect all peripheral devices (printers, external hard drives, USB drives, etc.) except for the monitor, keyboard, and mouse.
    • Disconnect the power cable from the wall outlet and the PC.
    • Press and hold the power button on the computer for approximately 15 seconds.
    • Reconnect the power cable and turn on the computer.
  4. Check for Signs of Life from the Monitor:
    • Look for an indicator light on the monitor's bezel to confirm it has power.
    • Press the physical menu button on the monitor to see if the on-screen display (OSD) appears. If it does, the monitor is likely fine, and the issue is with the PC's video output.

Advanced Troubleshooting (If initial checks fail)

If the screen remains black, the issue might be related to the operating system or internal hardware. The next steps require accessing the Windows Recovery Environment (WinRE) or the BIOS menu.

  1. Access Windows Recovery Environment (WinRE) and Boot into Safe Mode:
    • Force shut down the PC by pressing and holding the power button for about 10 seconds.
    • Turn the computer on. As soon as the Windows or HP logo appears, press and hold the power button again to shut it down.
    • Repeat this cycle (start, then force shutdown) 2-3 times until the computer automatically starts in the "Automatic Repair" mode.
    • Once the "Automatic Repair" or "Recovery" screen appears, select Advanced options > Troubleshoot > Advanced options > Startup Settings > Restart.
    • After the PC restarts, select option 4 or press F4 to enter Safe Mode.
  2. In Safe Mode:
    • Roll Back/Update Graphics Drivers: Once in Safe Mode, right-click the Windows icon and open Device Manager. Expand Display adapters, right-click your graphics card, and select Properties > Driver tab > Roll Back Driver (if available). If not, select Update driver and choose to search automatically.
    • Perform a System Restore: Go to Troubleshoot > Advanced options > System Restore and select a restore point from before the issue began.
    • Uninstall Recent Updates: Go to Settings > Windows Update > Update History > Uninstall updates and remove any recently installed updates.
  3. Test Internal Hardware (Memory and Hard Drive):
    • If you can access the HP PC Hardware Diagnostics UEFI menu (by repeatedly pressing Esc then F2 at startup), run the memory and hard drive tests.
    • Alternatively, physically check and reseat the RAM modules in their slots.
