Black screw rotating circle

Thank you for posting your query, I will be glad to help you. 
I understand you're seeing a black screen with a rotating circle on your HP laptop. This typically indicates that Windows is stuck during the boot process. Let's walk through some steps to resolve this:

 

Perform a Hard Reset

This helps clear any temporary configuration issues.

  1. Power off the laptop completely.
  2. Disconnect all external devices (USB drives, printers, etc.).
  3. Unplug the power adapter.
  4. If the battery is removable, take it out.
  5. Press and hold the Power button for 15 seconds.
  6. Reconnect the battery and power adapter, then turn the laptop back on.

Boot into Safe Mode

If the issue persists, try booting into Safe Mode:

  1. Power on the laptop and force shut it down as soon as you see the HP logo (hold the power button).
  2. Repeat this 3 times. On the 3rd restart, Windows should enter Recovery Mode.
  3. Select:
    • Advanced Options
    • Startup Settings
    • Click Restart
  4. On the next screen, press F4 to boot into Safe Mode.

If it boots successfully, you can uninstall any recent updates or drivers that may be causing the issue.
 

Run HP Hardware Diagnostics

To rule out hardware issues:

  1. Turn off the laptop.
  2. Press Esc repeatedly, then F2 to open HP PC Hardware Diagnostics.
  3. Run the System Tests (especially the memory and hard drive tests).

System Restore (if Safe Mode works)

If Safe Mode works, try restoring your system:

  1. Press Windows + R, type rstrui, and press Enter.
  2. Follow the prompts to restore to a point before the issue began.
