Blank screen, NO boot , Caps lock blink

On 19th march 2020 i tried to dual boot my laptop.

It already had window 10 and i installed Ubuntu 18 in dual boot and after successful installation of Ubuntu i restarted my device in order to boot into one of the OS but it threw an error, something like hardware not found to boot after waiting for a while i restarted again, this is when actual problem happened, As i turn the power on screen was blank and and Capslock was blinking in a pattern of lit-lit-pause-lit-lit-pause its same everytime i try to boot.

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
