HP EliteBook 850 G5

I formatted my HP EliteBook 850 G5 and rebooted, and suddenly it won't properly boot up again.

The screen stays black, the caps lock LED and numpad LED blink slowly together for three times, then there is a pause, and then they blink rapidly together another three times. And so on and so forth.

The fan also spins increasingly faster for a few seconds and then turns off.

The keyboard lights up if I press any key but there is no feedback.

I suspect there might be some issue with the BIOS/UEFI. Can anyone help me with this?

EDIT: I tried removing the two RAM slots and the NVMe disk and the battery. I also tried detaching the CMOS battery and reboot again, but it still has the same issue.

I also tried booting up with an USB with the latest BIOS on it, but nothing happens.
