Blue screen. STOP CODE FAT FILE SYSTEM keeps reappearing even after all the system tests pass in the SYSTEM TEST MODE. HP online customer service says laptop is from india and they need to help me. Amazing.

Thank you for your update.
The component testing was not needed as you already performed the system/quicker tests and they confirmed the issue.
As mentioned above, the problem is not with the hardware but with Windows itself.
BIOS changes or upgrades are not necessary and not desired, and will not help in this case.
If F11 does not work (does not start) this means the recovery partition (built-into the HDD) has been deleted for some reason or is corrupted.
In this case you have 2 options to reinstall Windows:
- official one - use HP Recovery media and reinstall Windows (restore to factory default condition)
- unofficial one - use ISO images from Microsoft web, create your own installation media and reinstall Windows
Let me post the official one:
- visit HP's website - drivers section here >> https://support.hp.com/us-en/drivers/selfservice/hp-pavilion-13-s100-x360-convertible-pc/8499316/mod...
- select your OS - > Microsoft / Windows / Windows 10
- once it loads, scroll down to "Order Recovery Media - CD/DVD/USB"
- expand it and press "Order Media" link
- follow the on-screen instructions and order the recovery USB drive
it includes Windows 10 installation files, drivers for your PC and some preinstalled apps and can be used to restore your computer to factory default condition.
- once you receive it home, you need to plug it into your PC, boot from it (Esc/F9) and use it to restore your computer to factory default condition

Please, note that I have merged your 3 posts into once single thread - here, so that we keep it all in one place.
It's good you have performed the hardware diagnostics and if HDD (hard disk drive) test passes without issues, then the problem is related to the file system >> https://www.computerhope.com/jargon/f/filesyst.htm
If your computer cannot start, your next step (towards resolution) is to reinstall the OS.
Your PC models comes with Windows 10 preinstalled which means it includes recovery partition built-in. Your PC can boot from it and use it to reload Windows to factory default condition. This will work if the recovery partition is there, working and intact.
You can load it with Esc / F11 during start up - here are details :

The f11 button does not take me to the recovery screen. It just continues to the blue screen. All tests in the Systems Tests has passed. I am going to start the component tests to see if any failures appear in the component tests section.

All of the Component and System tests have passed in the Diagnostics page. The f11 function does not take me to the recovery page it just reloads blue screen again. What's the next step? Firmware Management/bios is the only stage I have not tried. If all tests have passed and it will not go to the recovery screen. What's the next step?
