Sorry about the issue you experience.
This blue screen is called BSOD [blue screen of death]- kind of Windows self-protection feature. I
f you received a blue screen error, or stop code, the computer has shut down abruptly to protect itself from data loss. A hardware device, its driver, or related software might have caused this error. What you describe could happen because of incompatible with Windows driver (more often) or because of hardware issue (rarely).
In this particular case this is caused due to the driver you have installed which is incompatible with your system.
Recovery CD will probably not be needed.
Please, consider performing System Restore to restore your computer a day or two prior to the installation point of the driver so that you remove it and restore critical system files and settings.

I guess that when you hit F11 and it asks you to wait, eventually recovery does not load but system continues to boot from the default HDD partition, thus the BSOD. If it was to boot fro recovery partition, BSOD would not have happened.
Alternative options:
1. Download Windows 10 ISO from Microsoft website
>> https://www.microsoft.com/en-us/software-download/windows10ISO
Make sure you download the correct edition and version (e.g Pro edition, 32-bit)
2. Burn the Windows ISO image to a new blank DVD, how to example >> http://www.ubuntu.com/download/desktop/burn-a-dvd-on-windows
2.1 When ready, insert the ready DVD into the affected system.
3. Turn off the affected computer
4. Power it on.
As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
5. Choose/press F9 to open the Boot Device Options menu
6. Follow the on-screen instructions and choose to boot from the DVD
This will boot from the Windows installation media which can be used as recovery media
7. Choose the "Repair your computer" option and follow the on-screen instructions to start System Restore.
Choose to restore to a previous point , a day or two before the driver was installed.

Once you boot from the Windows DVD:
1. Select Language and continue
2. Do not click on Install as this will continue to Windows installation process
instead,
2.1. Click on Repair your computer
3. Click on Troubleshoot >> Advanced Options >> System Restore
4. Follow the on-screen instructions to restore back to a previous restore point

The BSOD re. FAT file system indicates another issue.
For it, you can try to boot from the Windows DVD
1. Select Language and continue
2. Do not click on Install as this will continue to Windows installation process
instead,
2.1. Click on Repair your computer
3. Click on Troubleshoot >> Advanced Options >> Command Prompt
In the command prompt pop-up, type:
chkdsk c: /f /r
(this is like chkdsk space c: space /f space /r) and hit ENTER to scan, fix and repair the file system on drive c.

What do you mean by "drive is locked" - could you provide details ?
I have only seen such an option on drive encrypted systems - for example, one of my HP computers HDD is encrypted with BitLocker. I tried to boot it with Windows 10 DVD and start System Restore and I was stopped with >a similar message like this one< asking for the BitLocker recovery key. If this is the case, obviously you will need to unlock the drive prior to any actions.

Is legacy mode still enabled ? Secure boot disabled ?
Re. the FAT error, could you test your system to hardware issues (just in case) ?
Please, turn off your computer. Start it again by using the power-on button and
as soon as you do it, keep hitting the Esc button (like tap-tap-tap) - you will enter HP startup menu similar to this one:
Choose/Press F2 and follow the on-screen instructions to perform System test >>> QUICK test. More information can be found here

It should check these components:
Battery check
Processor check
System board check
Hard drive SMART check
Hard drive short DST check
Memory quick check

However I did a fresh install of Windows because I wanted it to be clean of viruses and stuff. But now I'm experiencing another issue which is (plugged in but not charging) before the blue screen issue, my battery was fine. It didn't drain or give any problems. I tried doing hard reset. I also checked of it works without the battery and it does. The ac adapter light is orange when I plug in the adapter and the pc is off. After few seconds it turns into white and it starts blinking if the pc is on. I downloaded hp support assistance and it says I need to replace the battery current status: unknown. I refuse to believe that I need to replace the battery because it doesn't make sense. I can't test the battery in the bios system diagnosis because it was updated and now only has memory and drive check.
