I forced a shutdown on my HP Spectre laptop after encountering a Blue Screen of Death, and now it won't power on. The power button light keeps blinking, which suggests it might be in sleep mode. I connected the laptop to a charger, but there's no indication that it's charging.

A hard reset should fix the problem

Let me know if you can pass diagnostics
If you can pass diagnostics then try to boot in windows safe mode to fix the problem

Once you get into safe mode bring up the device manager and look for any errors and try to repair them. Typically the driver needs to be rolled back to the previous one or simply delete the device that has a problem and then reboot.
Alternately instead of figuring out what went wrong, once you get into the safe mode then select the options that restores to a previous time when you knew the PC was working.
If that F11 key does not get you into system recovery then try turning the power on and off three or more times in a row.
When you get to advanced options select 'System Restore"
