Welcome to HP Community

I have gone through your Post and would like to help

If your Notebook has the legacy mode enabled and Secure Boot disabled then nothing to worry and that does not make the Notebook  ore vulnerable to Hackers

In fact when doing a System Recovery you are required to disable secure boot and enable legacy boot

Secure Boot prevents legacy boot devices from starting your computer, including bootable CDs, DVDs, and USB flash drives.

You can leave the Legacy Boot enabled and let the secure Boot be disabled

Thank you
