On my hp laptop, when signing in under one user, after entering the password, it goes to a blue screen with absolutely no text on it, but the cursor still moves. However if signing in under a different user, the computer boots as normal and works fine. What steps should I take, and also, we need the data from the one profile that is not working.

It may be possible that your user account starts some kind of software. If you're able to login into another account you may be able to copy the files you need from C:\Users\<username> and create a new account.
