When I try to turn on my Laptop, Power LED Lights, Caps Lock button blinks twice.
-Tried Hard Reset
-Tried the WIN+B/V+Power
-Tried Flashdrive Bios install

As I understand the Power LED Lights, Caps Lock button blinks twice and the computer doesn't boot into windows anymore,

No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution: 

Did you follow any HP Article to perform the Bios recovery? (the combination of keys you've mentioned isn't accurate, I recommend you try this link: Click here)

Light and beep pattern: Caps Lock LED blinks slow 2 times followed by 2 quick blinks or is that the caps lock key alone is blinking twice?

 

Error condition: The main area (DXE) of BIOS has become corrupted, and there is no recovery binary image available. (Also happens when updating the BIOS.)

Troubleshooting steps: Perform BIOS recovery with external media (USB or CD-ROM). For information on error light/blink codes: Click here

It blinks twice then after seconds it blinks twice again and again. When I tried the key combination for BIOS recovery, a window won't show, it would just do the same blinking pattern. Then i tried the USB recovery, the window would display the underscore on the top left like it was going to start but it turned off again and a few seconds later it opens again and repeats.

If you've followed both the links I shared on my previous post and yet the issue persists,

You might want to Contact HP as this would be considered a hardware failure that requires either a repair/replacement of parts within your computer.

 

HP Technical Support can be reached by clicking on the following link: http://h22207.www2.hp.com/us-en/?openCLC=true

(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.

(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.

(3) Once completed click the 'Show Options' icon on the bottom right.

(4) Lastly, scroll down to the bottom of the page and select 'Get the phone number.' A case number and phone number will now populate for you.

They will be happy to assist you immediately. 

If the unit is under warranty repair services under the manufacturer's warranty will be free of charge.
