HP Laptop PC 15s-fq2000 (2D120AV)

Started with Boot Device Not Found. Had a tech audit/inspect the laptop. Determined SSD was bad. Purchased new SSD and I don't know how to format it, as I am receiving the same error with one main difference. It now passes all the "F2" diagnostics test. When in command prompt via a USB bootable, it does not see a drive? Not sure what to do at this point? Looking for guidance with a new/clean SSD that has no OS, etc.
