First thing to do is press F2 from that screen. If it passes the F2 test, then the boot manager has been corrupted and needs repaired.
Report back with the F2 results
Also need the full model number, as there are many stream 14 models

Assuming this a Windows 10, since a model number has not been posted. You need to try to reinstall Windows. That can be done by invoking the Recovery Manager - F10 - at startup or by tapping Esc as as soon as the start is initiated. Keep tapping Esc until a popup menu shows. Then pick F10 from that menu.
If that cannot reinstall the Windows OS, then with a working PC, go to this site to make stand alone install media.

Scroll down to the "Using the tool to create installation media" and follow the directions. Then boot this problem PC to that new media and reinstall Windows
