Hi @Megnolia88,

Welcome to the HP Support Community!

Thanks for reaching out!

We're thrilled to have the opportunity to assist you and provide a solution.

I understand your HP Pavilion 23 is showing a “Boot device not found” message and you’re unable to get past that screen to install Windows. Let’s go through a few steps to check what could be causing this and how to proceed.

Check the keyboard connection
If you are using a wireless keyboard, switch to a wired USB keyboard.
Boot menus often do not respond to wireless keyboards at startup.

Power reset the system
Turn the computer off and unplug the power cable.
Hold the Power button for 15 seconds, reconnect power, and turn it back on.

Access the Startup Menu
Turn the computer on and immediately press the Esc key repeatedly.
This should open the HP Startup Menu even if Windows is not installed.

Check if the hard drive is detected
From the Startup Menu, press F10 to enter BIOS Setup.
Look for the hard drive under Storage or System Information to confirm it is detected.

Run hardware diagnostics
Restart and press Esc again, then select F2 for HP Diagnostics.
Run the Hard Drive test to check if the drive has failed.

Set the correct boot device
Restart, press Esc, then F9 for Boot Device Options.
Select the internal hard drive if it appears, or select the USB drive if installing Windows.

Install Windows using a bootable USB
Windows cannot be installed from a product key alone.
You need a bootable Windows 11 USB created using another computer and the Microsoft Media Creation Tool.

If the hard drive is not detected
A “Boot device not found” error usually means the hard drive has failed or is disconnected.
In this case, the drive will need to be replaced before Windows can be installed.

I hope this helps.
