i need help I bought this computer of someone and when I turn it on it gives me that screen then when I hit f12 it tells me to put an administrative password in the guy apparently doesn't know the password what can I do

They sold you a non-working computer.
This nearly always means the primary drive has failed, will need to be replaced, and Windows reinstalled on the PC.
