It is saying that the boot device isn’t found and when I go to bio and do the legacy boot it says no bootable device and then I reset everything back to try again and I try something else it either does the same thing or does nothing, and when I go to diagnostics it says Hp Pc Hardware Disgnostics the options are memory test and storage test

Run the storage test and see what it reports.
Leave the BIOS settings on legacy disabled.
If the drive passes the tests, make a bootable USB recovery drive with the HP cloud recovery tool, and reinstall Windows.
You can make a USB recovery drive with the HP cloud recovery tool, which will create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your notebook.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive to create the recovery media with.

Since you have to use the utility on another PC, you will need to enter the notebook's product number in the tool's search window in order to proceed to make the recovery media.
Your PC's product number is: X7S47UA#ABA
If the drive fails the test, I recommend that you don't fix the notebook as the drive is an integral part of the motherboard and a new motherboard would have to be installed and that would be throwing good money after bad.
