Hp 15-bs212wm
Microsoft Windows 10 (64-bit)

Laptop says attempting to recover installation, goes black, command prompt(?) Box appears for a split sec then says undoing changes made to your computer.

Have not made any software changes.  This happened after updating.

I've ran system diagnostics and all passed

Reset bios to default and saved.....nothing changed

Took battery out, help power button for more than 15 secs, no change

System recovery screen says ..error code 0x000000f

Can not do anything else on that screen.

Any help would greatly be appreciated

That error code means basically that the OS boot loader finds no evidence of any OS on the PC, which would be the same if the boot loader files pointed to the wrong drive.  That essentially means that Windows needs to be completely reinstalled to get a working PC back.

That most likely happened, based on the message you're reporting, because a Windows Update failed (as has been the case with very recent Win10 Updates) and attempted to recover, but could not.

Since you can't boot into Windows to do a repair-install, you have no alternative other than to do a complete clean-install from Windows install media -- which you can download and create from here:  https://www.microsoft.com/en-us/software-download/windows10
