I am trying to boot my laptop from a USB to reinstall windows 10 but it doesn't want to and I don't see the option of "legacy mode" on my laptop but I do see "secure boot". Does my laptop have Legaacy Mode?

Legacy Mode is not what you want to reinstall Windows 10. Why? Because it came preloaded in UEFI mode and if you force legacy mode, it will not longer boot.
The problem is likely that your Windows media is not UEFI-enabled, so your PC won't boot from it. How did you create the USB stick?
Also, WHY are you trying to reinstall Windows on a PC that already came with it?
