Basically -- no.  BIOS is a primitive system designed to initialize the hardware and then hand control over to an OS Loader.

 

It is not like an OS where you can enter commands.  It only allows you to do the very few things that the screens present -- and those are usually geared toward hardware options like memory speeds.  It does not provide capabilities for manipulating filesystems on drives.

 

As to not booting, if you provide more details, we may be able to help with that.
