My laptop is currently stuck in a boot loop. I've tried Win+b and Win+v, ctrl+shift+win+b, F2 and the extensive test. Everything passed. I went into the F10 bios menu and used F9 to reset that, and I've tried the F11 system recovery. None of these have worked, and the best I've gotten is when I use F11 to enter system recovery, after a long time of "Please Wait", the screen went black but I could still see my mouse cursor. That led me to think it's a graphics driver error, hence testing the graphics card reset keys. After that, I tried Win+B to update my Bios. I got the white screen, but all it said was "The system Bios recovery failed. Unable to open Bios image file." Is there anything else I can do? If not, how do I aquire and use an HP recovery kit?

Can you pass diagnostics? Press F2 to run diagnostics.
If a component fails during the UEFI diagnostics then it needs to be replaced. Do not attempt to update the BIOS if memory or disk show errors.
Press F10 and go into the BIOS setup and press F9 or the key that sets the BIOS default. Check that the date and time are correct. Ensure that secure boot is enabled, then press F10 and be sure to save when exiting the bios setup.
Does your PC boot? If not, you need to get into Windows safe mode and find the problem.
First read this article about safe mode. Skip down to 'Enter safe mode from outside windows. If F11 does not get you into system recovery then try turning the power on and off three or more times in a row.

Try that Startup Repair shown just above.
If that does not work then go for a Restore Point.
This video describes how to use a restore point. Ignore that it shows windows working. Clicking on System Restore will bring up the list of restore points similar to what is in the below video.

If there are no restore points or the restore point is so far back that you'll lose a lot of programs then you need to bring up the device manager and see if you can fix the problem.
Find the device that has the error icon and try to fix it.

I've already tried all of these solutions, and yes, the F2 system diagnostics tell me that everything is working just fine, I even specifically checked memory and storage and they cane back clean. F11 doesn't work(says "please wait" forever), and restarting 3-5 times by the provided instructions doesn't do anything. Are there any more methods to be tried?

Your system has cloud recovery.
You can always do a factory restore of your laptop but you'll lose any files you've got unless they're on Onedrive or in the cloud.

Alright, so the suggestion is to pull what data I can from the device and factory reset it? Is it possible to manually access the storage device via an external mount on another computer? In other words, plugging the SSD into another computer?

You may have trouble getting into windows safe mode because your computer is extremely fast. You have to press F11 at the right time. If you do not want to do a factory restore then try booting a USB chip with windows and doing an install repair.
An "install repair" is when you install windows but stop and tell it to simply do a repair instead.
You tried the windows repair, it did not work, and you cannot get your system to boot. Try a windows install with the option to keep files
Basically you download the latest window 10 (should work for 11), create a USB boot drive, boot up the USB version of Windows, do the install, but select the option that preserves all your data. You will need to know if using Windows Home, Pro or some other version.
Using another system go here and download the windows installation media. Specify the 16gb flash and be sure to check the 'Create installation media (USB)' and uncheck the 'Use the recommended options for this PC'
Insert the USB in to the system you need to repair and turn it on. Press ESC or DEL or F12 so that you can get into the bios and change the boot device. For example, the one with the dark bar highlight.

After the USB boots up select the language and agree to the fine print, if any.

Once you agree the option to either install or repair will be shown. Since the repair did not work then chose install.

You must then pick the OS that was licensed. If there is no option for the correct OS you forgot to uncheck the 'Use the recommended options' earlier.

The next screen will ask if you want to upgrade and preserve files or do a clean install and lose all your stuff.
