I am unable to open "Settings".  It doesn't open from the Start button and it doesn't open from the menu.

@VG152, Welcome to the HP Support Community!

 

Let us try these different methods to open Settings:

  1. Press the Win + I keys to launch Windows 10 Settings.
  2. Press Win + R, input ms-settings: in the Run window and press Enter.

Check for any pending windows updates. Reboot the computer once done.

 

Make sure you are logged in as an administrator.

 

Run the SFC scan

  1. Press Windows Key + X and choose Command Prompt (Admin) from the menu.
  2. When Command Prompt opens, enter sfc /scannow and press Enter to run it.
  3. SFC scan will now start. Keep in mind that this process can take 10 minutes or more, so don’t interrupt it.

Restart the PC and check for the issue.
