Hi, not sure if this is the right place to ask, but I am running into a blue screen that says:
“The User Profile Service failed the sign-in.
User profile cannot be loaded.”
when I try to log into the new account. It’s fine that I can’t log into that account (which has not been set up yet). The problem is that now I cannot log into any other account, so I am stuck in an endless loop of trying to log into that new account and I can’t try to log into any other account.

Hi @Ub6424, thanks for your reply, sorry for my late response (busy week). I managed to figure out how to log back in a different way than what you posted (I hadn't seen your reply at the time).
First (from some searching in Google) I was able to find you can access certain options if you hold the Shift key when you click the restart button. From the menu that came up I went to the Troubleshoot menu and then to the Recovery Manager. From the Recovery Manager I was able to do a full back up of my files unto a flash drive (just in case); fortunately I didn't store many files in the machine so it didn't take long.
Next I happened to click on the Reset This PC menu form the additional options that show up if the hold down the Shift key while clicking restart. From there I noticed that there was an option to essentially factory reset the machine with two options:
1. Keep personal files
2. Delete everything
I obviously opted to keep personal files so I clicked reset. This process did take a while (approximately an hour) but afterwards I was able to click log in to the account I had just created and it booted up no problem. After switching accounts to the primary account I was happy to see that all of my files were still there and all of them opened just fine. One downside to what I did was that it did remove all applications that did not come installed from the factory.
Again, sorry I forgot to check back in here to see if there were any responses in time before I started just clicking around and hoping for the best. Hopefully this can help anyone who runs into the same issue.
