Any changes I make to the boot sequence are ignored,  booting always takes place for the laptop harddrive, not a Usb.  I can change other bios settings successfully.

Try to boot from a usb drive using the F9 key.

 

Turn on the notebook and immediately tap F9 key rapidly for boot options menu. Select USB Flash Drive (or USB Hard drive) and hit Enter key.

On pressing F9, the only two options are the OS boot manager, boot from EFI file . Of these,  boot from EFI looks the only possible option, but if selected this just leads into the normal boot from hard drive.  I'm still stuck, I 'm afraid.

It sounds to me like the usb drive is not bootable.

I didn't realize you are on Linux and I don't know what's on the usb drive. Other type of Linux installation media or Windows installation media?

 

Whatever it is on the usb drive, it's not bootable.
