Cannot restart / shutdown

HP Spectre X360 13 AW002TU
Microsoft Windows 10 (64-bit)

My notebook HP spectre x360 AW002TU.

After install VPN Cisco (global client and vpn client cisco). I cannot restart properly. Its very very slow restart and I cannot shutdown completely, shutdown only off the screen, but the operating system still run.

I already try to install vpn with other notebook same OS (win 10 64 bit) this is work normaly and there no issue with restart or shutdown.

I think there is services in HP Spectre chrass with service VPN Cisco.

How I can solved my issue? Because in my work must use Cisco VPN.

Is there other way to solved this without reinstall manual windows 10 and other drivers?

I have already 3 times recovery my windows and try to install VPN.

Please help.
